Smart Road Decree: this is how digital will change our paths

The Smart Road decree signed in recent days aims to achieve an improvement of the national road network through its gradual digital transformation.

Roads and motorways will become smart roads and the experimentation on the road of autonomous vehicles will start. The Minister of Infrastructures and Transport Graziano Delrio signed the Ministerial Decree foreseen for the implementation of article 1, paragraph 72, of the law of 27 December 2017, n. 205 (Budget Law 2018), which authorizes the experimentation of technological solutions to adapt the Italian infrastructural network to new smart services and autonomous vehicles.

The Smart Road decree aims to achieve an improvement of the national road network through its gradual digital transformation, with the aim of making it suitable for dialogue with new generation connected vehicles, also with a view to making it possible to use the most advanced levels of automatic driving assistance, as well as to improve and streamline traffic and reduce road accidents.


Therefore, the necessary interventions for the communication of high bit-rate data (such as fiber), the coverage of the entire road infrastructure with routing connection services to the data communication network, the presence of a system of Wi-Fi hot-spot for the connectivity of citizens’ devices located at least in all service and parking areas, a system to detect traffic and weather conditions and provide medium-short term forecasts and, finally, an estimate / forecast for the following periods of time. On the basis of the data collected, then, the system will offer content for advanced travel information services to users, allowing any re-routing actions.

The interventions will be implemented initially (by 2025) on the infrastructures belonging to the TEN-T network (Trans European Network – Transport) and, in any case, on the entire motorway network. Subsequently (by 2030) additional flow diversion services will be activated in the event of serious incidents / obstructions, intervention on average speeds to avoid or resolve congestion, suggestion of trajectories and lanes and dynamic management of accesses, as well as management of parking and refueling (with particular reference to electric charging).

Progressively, the services will be extended to the whole network of the SNIT (National Integrated Transport System), as it has been redesigned from the annex to the Def 2017 Connect Italy. All the interventions will be immediately planned and implemented, then, in the case of new infrastructures, or of existing infrastructures that are the object of strengthening or of technological, constructive or functional innovation.

The costs of the interventions will be borne by the concessionaire or the infrastructure manager. The same decree provided for the Ministry of Infrastructure and Transport to authorize the experimentation on the road of autonomous vehicles. In particular, the subjects that can request authorization have been identified (vehicle manufacturer equipped with autonomous driving technologies, university institutes and public and private research institutions), in addition to the modalities with which the authorization will be issued and to the controls to which the experimentation activity will be subject, with the aim of ensuring that the experimentation is carried out in conditions of absolute safety.
